Administrative Arrangements


The Technology Resource Mobilization Unit (TReMU), which will serve as a hub of assistance for all information technology related projects funded by the IT & T Division, will be established in Islamabad.

For this purpose TReMU will comprise of working groups specializing in core areas. The working groups will comprise of individuals from public and private sector with highly reputable technical skills. The chairperson of each working group will be either the Minister of Information Technology or his Nominee.

The members of the working groups will have NO SALARY, the TReMU will only reimburse these individuals for their traveling and lodging and some subsistence allowance.

Each working group will have a coordinator of the groups, however, he or she will need to be hired either on a full time or a part time basis to ensure that the recommendations of the Working Groups can be implemented through Proposals and PC-1s. The Coordinator will be hired as a consultant and will be person of high technical expertise in the focus area of the respective working group. The coordinator will be responsible for technical review of the proposals and PC-1s and will also coordinate all Technical Matters/Administrative matters pertaining to the working groups with the TReMU staff.

Brief Details of each of the proposed working groups are stated in Annexure I. The proposed working groups are as follows:

Further groups can be notified if the need arises.

TReMU will work as a planning as well as initiating agency for IT projects on behalf of the IT&T Division. The primary responsibilities of TReMU would include:

  1. Combine the professionalism and expertise of the private sector with the resource base of the public sector. This will result in working groups in each specific area which will be a perfect combination whereby skills of professionals related to specific fields will be utilized by the governments to come up with projects and plans whereby the general public is the beneficiary.

  2. Present proposals and prepare PC-1 in collaboration with the Individuals who are experts in fields in which the project will be initiated. The PC-1 prepared in this regard will cover two types of projects namely:

    a). Projects specifically related to the field of Information Technology.
    b). Projects related to different economic and social sectors where Information Technology can be used as a tool to improve the respective sector.

  3. Nominate individuals and establish working groups to work towards completing the groundwork for the project as well as instigating the project.

  4. Coordinate activities of the working group to ensure their efficient functioning.

  5. Prepare sub-PC-1 for projects that will come under the already planned projects.

  6. Monitor the projects and keep track of the deliverables, which will be established at the onset of the project. TReMU will also be responsible for ensuring that the projects are completed on time.

  7. Prepare periodic reports for the Information Technology and Telecommunication Division regarding the progress of the project.

To ensure that the projects are properly carried out emphasis would be given to hiring (part-time, full-time) individuals with a vision as well as commitment to national development. For this purpose services of 6 consultants will be acquired. The consultants will work for the duration of the whole project (14 months) or will leave the unit after completion of their respective projects. The hiring of part-time consultants will be based on the requirements and the complexity of each IT project.

In order to support the above-mentioned consultants, junior project analysts will also be hired to ensure efficient working of TReMU. The junior project analysts will perform support functions for the working groups and undertake quasi-technical tasks and research work to assist the brainstorming process of the working groups. In addition to personnel already mentioned above, the administrative as well as supporting staff, to manage the daily office operations will be hired on contract and will be the responsibility of the CIIT.

Consultants will be appointed on long term and short-term basis to provide technical assistance to the working groups. These consultants will be associated for the project for different periods of time depending on the nature and level of work. The consultants will only be compensated for the period in which their association with the project is significant. The full time support staff will be provided by the CIIT to support the functioning of the working groups.
