The project is a component of the overall human resource and information technology development effort being pursued in the IT Action plan.

The purpose of the project is to mobilize the technical expertise of the private and public sector and create a forum for their interaction for technical review and recommendations on key IT & T projects. The project will mobilize the human resources of the IT Sector, combined with expertise of other sectors, from both the private and public domains. This will speed up the process of conceptualization and improve the quality of projects. It is aimed to bring the innovative ideas to practical and implementable shape.

The aim of the project is to create a mechanism of technical review and provide support to the implementation process of key projects. The project will also mobilize the existing technical expertise of private sector specialists to assist the government in technical review of the projects. At the same time the project will create a forum for leading private sector specialists and government officials, in not just IT but all fields in which IT can play a major enabling role, to undertake joint brainstorming sessions, research, and make recommendations to the executing agencies of IT projects in various domains. It will also develop a proper mechanism for technical monitoring of the implementation of the approved projects

The project will be executed and supervised by COMSATS Institute of Information Technology and will be based at the proposed Technology Resource Mobilization Unit in Islamabad.

As far as possible, the existing manpower and equipment of the CIIT will be utilized for the implementation of the project. The CIIT is a full-fledged working Information Technology Institute having its own Charter. It has its own faculties, staff, labs, library and equipment facilities.
